Adds Budget Assistant Line Item Updates

Budget Assistant can now modify existing budget items in addition to creating new ones
Budget teams can now ask the Budget Assistant to update existing line items, not just create new ones. The Assistant will preserve unchanged details while modifying only the requested attributes.
