Adds Measurement Type Selection for Budget Group Types

Users can now specify which measurement types apply to each budget group type
When creating or editing budget group types, users can now select which measurement types (GSF, NRSF, Units, etc.) are relevant to that group type. This helps ensure budget groups use the appropriate measurement types for their category.
